windows: breakpad does not create full memory dumps

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1.run electron process used to start electron crash service running chromium breakpad server. pass dump with full memory flags (MiniDumpWithFullMemory). 2. wait for crash to occur (simulate crash) 3. no full dump file is ever generated. mini dump with stack info is uploaded ok. What is the expected behavior? along with mini dump uploaded there should be dump file created with MiniDumpWithFullMemory. What went wrong? no dump is saved locally Did this work before? N/A Does this work in other browsers? Yes Chrome version: 58.0.3029.110 Channel: n/a OS Version: 10.0 Flash Version:
