Steps to reproduce the problem:
1.First the cursor  hover over an element  with a long value of "title" property, and it show the value normally
2. Second, move the cursor hover over an element with a shorter value of "title" property, but it display a black box or with something black sometimes
3. That's all.

What is the expected behavior?
display the value of "title" property

What went wrong?
look at the steps to reproduce the problem, please.

Did this work before? Yes Somebody told me that he find it when the last summer, But i really do not know the version.
