Bookmarks bar icon > icon-text spacing is to large

Issue description

Chrome Version       : 60.0.3112.24 (Official Build) beta (64-Bit)
URLs (if applicable) : n/a
Other browsers tested: n/a

- set bookmarks bar shown (if not already)
- issue appeared only after updating to last beta
- the spacing between an icon and the according text is increased (about twice what it was)
- the spacing between the _previous_ entry (text) and the next entry (icon) is even smaller than this spacing, making it look misaligned
- the overall number of visible bookmarks in the bar is also significantly reduced

That's probably because you've enabled chrome://flags/#secondary-ui-md flag, which is not ready to ship. Disable it.

Unable to reproduce the issue on windows 7, Ubuntu 14.04 and Mac 10.12.4 using chrome version 60.0.3112.24.Not observed any spacing issue.

g@konstrukt.at@ Could you please confirm are you still seeing this issue after disabling flag secondary-ui-md ?

after disabling the mentioned flag, the spacing gets back to normal (and just for completeness: re-enabling the flag makes it wider again).

note: this is on win 7 enterprise (64 bit of course).

Able to reproduce the issue on windows 7, Ubuntu 14.04 using chrome version 60.0.3112.24 and canary 61.0.3129.0.This issue is working fine on stable.
This is regression issue broken in M60. Please find the bisect information as below

Narrow Bisect::
Good :: 59.0.3071.101 -- (build revision  464641) 
Bad:: 60.0.3072.0  --  (build revision  464836)

Unable to provide the tool bisect as the good and bad builds are from different milestones.Hence providing manual CL from omahaproxy

Am observing the same issue in 59.0.3071.86 / Windows 10 x64.

chrome://flags/#secondary-ui-md is off by default; tinkering with it does not make any difference.
