blur filter not limited by div

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.24 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. https://www.synology.com/fr-fr/dsm/live_demo
2. start demo live DSM Synology

or If you have Synology, just connect to login page

What is the expected behavior?
normaly just background below login/pass is blur

What went wrong?
all background image is blur

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes 59

Does this work in other browsers? Yes

Chrome version: 60.0.3112.24  Channel: beta
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Tested in chrome stable #59.0.3071.86 and Beta #60.0.3112.24 and canary #61.0.3129.0 on Win 10.0 & 7 ,Mac 10.12.5 & Ubuntu 14.04 and able to reproduce the issue.

The bisect must be wrong. The user reports the regression as happening in M-60. And my patch was to revert a change that broke something else, and is unrelated to this I think.

baudav@, could you give us screen shots, zoomed if necessary, to demonstrate the problem. I'm not seeing anything obviously wrong on Linux M-60 but I'm not sure exactly what I should be looking for.

The blur effect is not the only problem, wWith a small animated gif in the foreground, on this blurred background, CPU usage is important (25% core i5 gen5)

now it's same with opera (chrome based); it's a recent bug added in chrome or a bad way to do from Synology?
The login page work as expected with Firefox (no blur in IE11, but better than all background blur)

Synology change source from DSM6.2; but not solve problem.  margin-left and margin-top do not shift the blur area like on firefox
