Need setting to disable (stop the appearance of) mouse-over tooltips in GNOME linux

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. go here intending to fill out Lenovo Product Ownership Survey: http://lenovo.fluidsurveys.com/s/ProductOwnershipForums/
2. notice various input fields marked as "Type here"
3. notice how when the mouse is moved over an input field that a black mouse-over tooltip pops open; multiple times while typing into these input fields (especially on later pages), these tooltips keep getting in the way and covering up what I'm typing or trying to read
4. move the mouse to a non-focused tab (above the URL-bar in Chrome) and click the tab to give it focus; assume a long URL is presented and try to read a portion of the URL but find that the mouse-over tooltip that was generated from your mouse resting over the tab is covering up the portion of the URL you are trying to read

What is the expected behavior?
Things should not pop open getting in the way of what I'm trying to work on.

What went wrong?
Mouse-over tooltips cause more trouble than they are worth. Even novice computer users complain about them in my experience. Tooltips only get in the way of getting work done. There should be a way to disable this GTK annoyance within Chrome. Firefox has a setting to do this in about:config. Chrome should as well.

I don't recall tooltips being such an annoyance in Chrome prior to v59.
