"check_gn_headers (with patch)" is flaky

Issue description

"check_gn_headers (with patch)" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

This looks like a legitimate check failure. It shouldn't be detected as flake, right?

wychen@ can you confirm and assign to someone to fix the chromium-try-flakes app?

Thanks for looking into this.

Since gn analysis can be wrong due to issue 661774, compilation can be wrongly skipped. When that happens, check_gn_headers would be skipped as well, causing the result to be nondeterministic (different from clobbered build). It's also possible that a culprit CL breaking waterfall can pass CQ.

So technically step check_gn_headers could be flaky, but the existence of check_gn_headers is to solve the flakiness of gn analysis. :p

I'm not sure how chromium-try-flakes determine a test flaky. It's not obvious from https://chromium-try-flakes.appspot.com/all_flake_occurrences?key=ahVzfmNocm9taXVtLXRyeS1mbGFrZXNyKAsSBUZsYWtlIh1jaGVja19nbl9oZWFkZXJzICh3aXRoIHBhdGNoKQw.
