Issue description"check_gn_headers (with patch)" is flaky. This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. Thanks for looking into this. Since gn analysis can be wrong due to issue 661774, compilation can be wrongly skipped. When that happens, check_gn_headers would be skipped as well, causing the result to be nondeterministic (different from clobbered build). It's also possible that a culprit CL breaking waterfall can pass CQ. So technically step check_gn_headers could be flaky, but the existence of check_gn_headers is to solve the flakiness of gn analysis. :p I'm not sure how chromium-try-flakes determine a test flaky. It's not obvious from https://chromium-try-flakes.appspot.com/all_flake_occurrences?key=ahVzfmNocm9taXVtLXRyeS1mbGFrZXNyKAsSBUZsYWtlIh1jaGVja19nbl9oZWFkZXJzICh3aXRoIHBhdGNoKQw.
