SVG stroke shows artefacts for small circles in text

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36
Steps to reproduce the problem:
- Create a text using a font that uses circles for dots (Courier New, Roboto)
- Apply a stroke with a width of about the font size to a text
- Display an 'i', 'j', or '.'
Here is an example:

What is the expected behavior?
A filled outline of the text should be displayed.
What went wrong?
Holes appear in the outline where round dots in the text are used.

Chrome version: 59.0.3071.86 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:
Interestingly, as you can see in the example, the artefacts do not seem to show if a small circle element is rendered.

Tested the issue on windows 7 , mac os 10.12.5 and ubuntu 14.04 using chrome M59 #59.0.3071.86 and M60 #60.0.3128.0 and issue is reproduced. Issue is seen from M40 #40.0.2172.0 and is a non-regression issue. Marking it as untraiged for further inputs on this. Thanks!
