folder isn't sticky when adding bookmarks

Project Member Reported by dbloch@google.com, Jun 10 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3124.11 Safari/537.36

Steps to reproduce the problem:
1. create a bookmark after not having created one for a few hours (?)

What is the expected behavior?
The bookmark is added in a folder where I've recently added a bookmark.

What went wrong?
The bookmark is added in a folder I haven't used literally in years.

Did this work before? No

Chrome version: 61.0.3124.11 Channel: dev
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Unable to reproduce this issue on Windows 10 with chrome Canary #61.0.3142.3 as per steps mentioned in the comment #0

didn't observe bookmark is moving into another folder from saved folder.

dbloch@ could you retry the same scenario on clean profile with no apps/extensions and let us know your observations.

Thank You...

Playing around with this further, the issue seems to be that when I visit a page I've bookmarked, even if I don't navigate to it using the bookmark, that folder is put at the top of the "create bookmark" folder dropdown.

I'm pretty sure this isn't desirable, but it's not the same as "folder isn't sticky". You can close this issue.

I may open another, more specific issue later if I decide it's worth bringing to the team's attention.

Thanks,
