Autofill keyboard accessory: Animation restarts on every keypress

What steps will reproduce the problem?
(1) Enable the Autofill Keyboard Accessory with "Enable Animate"

What is the expected result?
Animation plays on field focus

What happens instead?
Animation plays on field focus...and every key press...and if you click the field again when already focused...

Verified in M61- 61.0.3136.3 build.
We need to merge into M60 branch.

See https://bugs.chromium.org/p/chromium/issues/detail?id=731220#c6 - I don't currently have the bandwidth to get all the necessary changes into M60.  Is there an M60 tag somewhere I should remove?  Sorry for the confusion.
