Chrome OS Animations glitching and ChromeOS slow (memory?)

Steps to reproduce the problem:
1. Go to chrome://chrome or chrome://help
2. chrome://chrome -> Detailed build information
3. Change channel to dev

What is the expected behavior?
Animations glitching with static in some areas

What went wrong?
Developer Channel has UI glitches and animation glitches, also not really loading screens

Did this work before? N/A 

Chrome version: 60.0.3112.0  Channel: dev
OS Version: 60.0.3112.0
Flash Version: 26.0.0.119

Nothing else.

I had to do this via an iPad because of the UI glitch.
