Change [Extensible] to require specifying a default enumerator value when deserializing an unknown value

Issue description

This way, the mojom can explicitly define an enum value to treat as the unknown value, and it's easier to verify that handling of unknown enumerator values is correct.

(There was brief discussion about doing this, but I don't think I filed a bug)

We should try to do this sooner rather than later, since ARC++ is importing more mojo files from around Chromium and requiring things to be extensible as a result. I'll throw together a draft proposal.
