Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9460.60.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.91 Safari/537.36 Steps to reproduce the problem: 1. Use a chromebook with Google Play enabled 2. Receive constant pointless warnings about "network may be monitored" What is the expected behavior? Get rid of this nag. Give me a way to disable this in cPanel. What went wrong? I keep getting this error and it means nothing. When the device has not been used in a while, I have to X them out several times before they are completely "acknowledged". Its pointless and ruins the experience - because it adds no value Did this work before? N/A Chrome version: 59.0.3071.91 Channel: stable OS Version: 9460.60.0 Flash Version:

This is the VPN related message. https://android.googlesource.com/platform/frameworks/base/+/android-7.1.2_r11/packages/SystemUI/res/values/strings.xml#1005 Do you have any VPN application installed? I think this is intended notification which notifies that an VPN application is installed.

Could you include a screenshot? CrOS should only be showing this in the system menu > network list, not as a notification, as far as I am aware. Possibly this is coming from ARC? +sammiequon@, +khmel@

When I opened this bug my system had ARC++ 6.0.1 In ARC++ 7.1.1 - the experience is like this bug: https://bugs.chromium.org/p/chromium/issues/detail?id=733259 Screenshot is attached in 733259 I can no longer generate a screenshot as I no longer have any devices that are not at ARC++ 7.1.1
