Max audio volume gets stuck at a lower level.

Google Chrome	58.0.3029.140 (Official Build) (64-bit)
Revision	0
Platform	9334.72.0 (Official Build) stable-channel samus
Firmware Version	Google_Samus.6300.174.0

Audio issue


<b>Flash or HTML5?  <right-clicking most players will either reveal some text</b>
with “Flash”; otherwise likely HTML5>

Definitely HTML5, maybe Flash as well.

What steps will reproduce the problem?
(1) Start Chromebook
(2) Navigate to web page with audio (YouTube, Play Music, etc)
(3) Plug in headphones, unplug headphones, repeat
(4) Max audio volume becomes very low.

What is the expected result?

Audio range stays constant

What is the actual result?

Max audio volume becomes very low.

Any additional information (anything else which may help us debug the
issue)?

Rebooting usually fixes the issue.

I am using an external monitor with a type-C breakout adapter, if that matters. The audio issue persists between using and not using the external monitor.
