Incognito pages aren't conserved in tab switcher

App Version (from "Chrome Settings > About Chrome"): M59 stable
iOS Version: 11.0 b1
Device: 6S

Steps to reproduce: 
1. Open a webpage in an incognito tab
2. Go to the tab switcher

Observed behavior: 
An image of the current page should be shown

Expected behavior: 
The blank "New Incognito Tab" page is shown.

Frequency: Always

This is true for regular tabs as well. Reported Issue 730797
