Regression: Allow/Block permission bubble of Location is seen misplaced and chopped.

Issue description

Chrome Version:61.0.3124.4 (Official Build) 2ccba3fd9c04d6ca967808d2fbb9aadbbda5fb6f-refs/branch-heads/3124@{#6} 64 bit
OS: Mac (10.12.3,10.11.6)

Pre-condition:
1.Chrome should not be the Default browser.
2.Select ‘Right-to-left’ direction for Force UI direction and Force text direction’ flag & ‘Enable RTL’ flag.

What steps will reproduce the problem?
(1) Launch chrome, navigate to https://permission.site/
(2) Click on 'Location' and observe Allow/Block bubble

Actual: Allow/Block permission bubble of Location is seen misplaced and chopped.

Expected: Allow/Block permission bubble of Location should seen properly.

This is regression is broken in ‘M 61’ and below is manual bisect info:
Good build:61.0.3121.0
Bad build:61.0.3122.0

Note: Issue is not seen on Windows and Linux OS.

Removing the blocker label as this is Flag related and suspected CL is reverted in C#3. Keeping this open to check the behavior once the reverted CL is relanded.

dbote@: Could you please check this on the latest M-61 and confirm if this still repros for you.

Note: I was unable to reproduce the original issue on 61.0.3124.0 on Mac OS 10.12.6.
