[DevToools] Focus doesn't traverse through close (X) button on 'Audit to perform' overlay.

Issue description

Chrome Version: 61.0.3124.4 (Official Build) 2ccba3fd9c04d6ca967808d2fbb9aadbbda5fb6f-refs/branch-heads/3124@{#6} 32/64-bit.
OS: Windows(7,8,8.1), Linux(14.04 LTS), Mac(10.11.6, 10.12.3).

What steps will reproduce the problem?
1. Launch chrome, open DevTools and go to 'Audits' section.
2. Click on 'Perform an audit' button to open 'Audit to perform' overlay.
3. Now, try to keep focus on close (X) button using 'Tab' key and observe.

Unable to keep focus on close (X) button using 'Tab' key.
Should be able to keep focus on close (X) button using 'Tab' key.

This is a non-regression issue, seen from M-61 (61.0.3124.0) series as close (X) button is introduced from r477808

This element is intentionally left out of the focus traversal to reduce noise since all dialog exits are already bound to the ESC key.
