SecurityContext::GetSecurityOrigin should not return null

Found in https://chromium-review.googlesource.com/c/518743/.

I added a branch in Document::FirstPartyForCookies in order to avoid crashes. According to mkwst@, it should not see null origin.

I don't have a plan to fix the issue at this time. Is this a critical issue?
