Currently there are "firmware configs" defined for cbuildbot.
They don't actually build anywhere, these just instantiate configs that could be used to build, which means you could run a trybot against it or set up a more permanent continuous builder if you wanted to.
Chromite has instantiated 'configs' for almost everything that can possibly be built, but only has instantiated 'builders' on the waterfall for a subset of them. Similar to the firmware configs, every board has a paladin config, but we only instantiate builders for some of them.
So we could put factory configs on ToT as well if that is desired.

I think we do want to duplicate the firmware configs to factory configs, to build only toolkits so people can kick trybot jobs to get a new factory toolkit.
