Download notifications don't pop up - they just silently are added to the tray

Issue description

Chrome Version       : 59.0.3071.47
OS Version: 9460.34.0

What steps will reproduce the problem?
1. Go to gmail and open an email with an attachment
2. Click on the attachment download button
3. Wait for item to download

What is the expected result?
A notification should pop up showing that the download is in progress and giving me options for interacting with the file.


What happens instead of that?
The download notification just is hidden down in the notification center in the tray - it never pops up on the screen. This is a super poor experience for users because it looks like the download just failed.

possible.

Removing R-B-S because I don't know if other people are seeing this or what.
Status: WontFix (was: Unconfirmed)
...and this went away when I restarted (which also upgraded my device to 60.0.3100.0 (Official Build) dev) so I'm gonna close this. I'll re-open if I ever see it happen again.
