Regression: Weird overlapping under 'On-startup' section of MD settings is seen.

Issue descriptionChrome Version: 61.0.3125.0 Revision 275810438db9694d4030c6b6390a0abe20618646-refs/heads/master@{#478135} OS: Retina(10.12) Pre-condition: Opened 6-7 pages in browser. What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://settings page (2) Check radio button 'open specific page or set of pages' under 'On-startup' section. (3) Then click on 'Use current pages' and observe. Actual: Weird overlapping under 'On-startup' section is seen after checking radio button of'open specific pages or set pages' Expected: No such overlapping should seen. This is a Retina specific regression issue, broken in 'M-61',will soon update the bisect info: Good Build: 61.0.3116.0 Bad Build: 61.0.3117.0 Note: Issue is not seen on Windows and Linux OS.
