Regression: Blue focus ring is not proper for ‘Secure lock’ icon in omnibox and Bookmarked icon.

Chrome Version:61.0.3124.4 (Official Build) 2ccba3fd9c04d6ca967808d2fbb9aadbbda5fb6f-refs/branch-heads/3124@{#6} 64 bit
OS: Mac (10.12.3,10.11.6)

Pre-condition:
1.Select ‘Right-to-left’ direction for Force UI direction & ‘Enable RTL’ flag.
2.Bookmark some webpage and ‘Show bookmarks bar’ should be enable.

What steps will reproduce the problem?
1. Launch chrome and navigate to any webpage or chrome://flags/
2. Press ‘Tab’ key till the focus reaches to ‘Secure lock’ icon in omnibox and Bookmarked icon.

Actual:Blue focus ring is not proper for ‘Secure lock’ icon in omnibox and Bookmarked icon.
Expected: Blue focus ring should be proper for ‘Secure lock’ icon in omnibox and Bookmarked icon

This is regression is broken in ‘M 61’ and below is manual bisect info:
Good build:61.0.3121.0
Bad build:61.0.3122.0

Note: Issue is not seen on Windows and Linux OS.
