Regression : Focus issue is seen on focus travel in chrome://md-settings/languages.

Issue descriptionChrome Version: 61.0.3125.0 275810438db9694d4030c6b6390a0abe20618646-refs/heads/master@{#478135} OS: Windows (7,8,8.1,10),Linux (14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings/languages and click on 'Add languages' 2. Now press 'Tab' key to bring focus on checkbox of first language item and press Down arrow key till it reaches last language item in list. 3. Now press 'Up' arrow key continuously and observe focus highlight on check boxes Actual: After pressing 'Up' arrow key continuously focus highlight is not seen on some check boxes of language items. Expected: After pressing 'Up' arrow key continuously focus highlight should be seen on check boxes of all language items in the list This is a regression issue, broken in 'M-60', will soon update the other info: Good Build:60.0.3102.0 Bad Build: 60.0.3103.0

You are probably looking for a change made after 472302 (known good), but no later than 472303 (first known bad).
