Regression : Unwanted traces are seen below 'Open full certificate' button in devtools Security tab.

Issue description

Chrome Version : 61.0.3124.4 (Official Build) 2ccba3fd9c04d6ca967808d2fbb9aadbbda5fb6f-refs/branch-heads/3124@{#6} 32/64 bit
OS : Windows(7,8,10), Mac(10.11.6, 0.12.3), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to www.google.co.in and open devtools.
2. In devtools navigate to 'Security' tab and hit F5 key to reload the page.
3. Select https://google.co.in from 'Main origin' section, scroll down the certificate details and observe 'Open full certificate' button.

Actual : Unwanted traces are seen below 'Open full certificate' button.

Expected : 'Open full certificate' button should appear without any traces.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3122.0

Good build:61.0.3122.0 (Revision:477124).
Bad build:61.0.3123.0 (Revision:477506).

You are probably looking for a change made after 477193 (known good), but no later than 477194 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3125.0
Along with the mentioned issue, text of the button gets cut as see in the screenshot attached.
Adding Release Block-Stable for this issue.Please remove if not the case.
