Issue descriptionChrome Version: 61.0.3124.0/9632.0.0 dev channel Kip OS:Chrome What steps will reproduce the problem? (1)Sign in to user->Launch chrome,Open devtools (2)Click on Customize and control Devtools -> undock into separate window and Observe the focus (Kindly refer screen cast) Actual:Unnecessary focus is seen on 3-dot menu of Customize and control Devtools Expected:No such unnecessary focus should be seen This is a Regression issue broken in M-61 Good Build:61.0.3123.0 dev Bad Build :61.0.124.0 dev Issue is also seen in Windows,Linux OS checked with version dev #61.0.3124.0

Able to reproduce the issue on Windows 7,Ubuntu 14.04 using latest Canary #61.0.3124.0 dev Manual Bisect Info: ------------------- Good build:61.0.3123.0(477506) Bad build :61.0.124.0(477839) Using per-revision bisect providing the bisect results: You are probably looking for a change made after 477543 (known good), but no later than 477544 (first known bad).
