Issue descriptionSteps to reproduce the problem: in Chrome Home, when you open a new incognito tab, there should be some kind of separation between the "Home Downloads Bookmarks History" bar and the blank incognito info page, be it a black line or a shadow or a fade. The background color of the blank incognito page and the Home Downloads Bookmarks History bar is the same and it just doesn't look right, screenshot attached What is the expected behavior? I think there's actually a shadow above the bar though it's pretty hard to notice. Deferring to cleer@ or hannahs@ for design guidance here.

There's a light gradient, but it doesn't seem like it's enough. I'll be proposing a unified drop shadow for all our layers in the next Chrome Home visual design proposal at our UI Review next week so let's hold on this until then. Thanks for pointing this out!

Also please consider putting a shadow on top of the toolbar! (red rectangle in attached screenshot). It always seemed like there should be a shadow there, it looks too flat/2-dimensional without a shadow
