Regression: Chrome 59 no longer automatically scales based on DPI

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Upgrade to Chrome 59
2. Open Chrome on HiDPI display
3. UI is rendered with scaling ratio of 1

What is the expected behavior?
UI is rendered with scaling ratio appropriate for display DPI.

What went wrong?
Automatic DPI-based scaling stopped working.
