Resume downloading a already-saved page from Downloads home

Issue description

Repro steps:

1) Visit https://xkcd.com/1846/ and long press "Prev" button to download the link as offline page.
2) Disconnect network
3) Long-press "prev" button to download the link again. Since there is no network connection, the download is suspended.
4) Bring back the network
5) Go to Downloads home and resume the suspended download.

Currently due to bug 696761, the resume download results in saving as file download, not as offline page. When I am doing investigation on this bug, I found out that we don't know where to show the snackbar to prompt the user for duplicate because the previous page that hosts this link is gone. Even worse, the Downloads home page might also be closed and no any page is opened before we find out that the duplicate exists.

If there is no way to prompt the user, we have the following choices:
1) Fail or abort the download
2) Overwrite the downloaded version
3) Download as different version

This is a scenario when we cna't show UI asking what to do in case of duplicate URLs being downloaded. Similar issue exists for Chrome Actions. We might need a variant of some silent action when we are doing download and there are duplicates. 
Id' think download content again and having 2 versions at the end (especially considering the content may actually be different even if URL is the same) is a safest way, it avoids overwriting user data or canceling uesr-requested operation.
