The network_WiFi_Manual autotest does not cleanup the router when SIGINT is received. The router stays active even after the test is shutdown via SIGINT.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Run the autotest (test_that -b ${BOARD} ${HOST} network_WiFi_Manual)
2. Connect to the manual_test AP that is set up as a result of the autotest 
3. Send SIGINT (for e.g. via CTRL-c) to test_that.

What is the expected behavior?
The manual_test network shuts down.

What went wrong?
The manual_test network stays up.

What kind of test is this?

DevTools is an external set of tools for web developers to improve their website (https://developer.chrome.com/devtools). Not sure where this issue should be filed but filing it under Tests as a best guess.
