Get KeyboardUIMus working

It's mostly commented out now. Chrome needs to register the keyboard with ash for this to work.
+James, in case this overlaps with IME work being done.

It doesn't really overlap with the IME stuff I'm working on. I can pick it up later if there's not a better owner.

Before starting https://chromium-review.googlesource.com/c/529147/ needs to land. I hope to land it today, but it's third in the chain, so I may not land it today.

KeyboardUIMus is now only used in mash, so removing this as a blocker for 731255.
