When swiping up Chrome Home, bottom nav bar shows early overlapping Most Likely tiles

When you swipe up Chrome Home, the bottom nav bar comes up early on. We should show the Most Likely tiles first and pull in the bottom nav bar towards the end of the swipe up.

I thought we already increased the height the sheet had to be before the nav started showing.
