Shadow when you scroll Chrome Home content (Zine, Downloads, History, etc.) is a hard cut

When you scroll Chrome Home content e.g. Zine or History, we hard cut in a shadow that appears below the header. Should we have a more gradual animation of the shadow in?

Great, thanks Kingston! I agree that a gradual fade in of the animation (perhaps related to scroll position) would be the best move here. Bernhard, is there someone on your team who would be willing to take that on?

History/Downloads/Bookmarks all share code (that I authored) controlling the shadow. The suggestions content has its own shadow, but I added that code as well, so I'll take this one.

Let's hold off on this based on visual design discussions about potentially removing the shadow entirely. Assigning to myself for now to monitor.
