Opening new tab from overflow menu and then pressing back/dragging down go back to page, not tab switcher

What steps will reproduce the problem?
(1) Open a new tab from the overflow menu while on a page
(2) Press back or drag down Chrome Home

What is the expected result?

I'm back on the page I started with

What happens instead?

I'm inside the tab switcher
