Ensure "open in new tab" is consistent within Chrome Home

Today, opening a Most Likely/Zine link in a new tab will open it in the background vs. Bookmarks/History which will open it in foreground and close Chrome Home. We should make this experience consistent ideally.

I'm leaning towards opening in background since it doesn't make sense to open a new tab in foreground for the Chrome Home NTP case although I'm open to other thoughts.

I agree that opening in the background makes the most conceptual sense.
