Switching away and back to Chrome while omnibox is selected will cause Chrome Home button to disappear

Issue description

Chrome Version: 61.0.3124.3
OS: Android

[While in Chrome Home with button trigger enabled]

What steps will reproduce the problem?
(1) Focus omnibox
(2) Switch to a different app via Recents
(3) Switch back to Chrome via Recents
(4) Close omnibox

What is the expected result?
See Chrome Home button 

What happens instead?
Chrome Home button vanishes and cannot be pressed

[Home] Remove expand button visibility logic

Since the expand button is now part of the container that animates off
screen when the sheet expands, the logic to make it invisible is
obsolete. This change removes that logic.
