CIPD roll CL caused bugdroid to post a lot of comments

https://chrome-internal.googlesource.com/infra/puppet/+/10f8637e68e7474ccdc41e3d117697b515a21b28 caused updates on all bugs which were mentioned in the cipd roll. An example of this is bug 730004.

I'm not sure if this was intended or not, but it was very confusing.

Not intended, caused by inclusion of historical commit messages embedded in new commit message. Bugdroid acted as intended and updated all bugs mentioned in the commit message.

Oh, so bugdroid will just look for lines that look like "Bug: ####" in a commit message. I figured it would use the git footer logic, but ok.

So, I guess the right way forward is to close this as WontFix and in the future prefix each line of included commit message with > or smth like that.
