Chrome new tab render failure with iframe from extension

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Using Chrome 59, "Load unpacked extension..." contained within the folder named "newtab-with-frameborder-extension"
2. Open up 6 to 8 new tab pages (using Ctrl+T or by clicking on the new tab "button")
3. Cycle through the new tab pages, starting with the oldest
4. The new tab page often renders as an empty white page
5. You can get the page to render correctly if you resize, or bring up the debuggers console, ...

What is the expected behavior?
All of the content for the oldest of the new tab pages should render when it is made active, just like any other pages does

What went wrong?
The suspicion is that the browser does some form of render optimization for new tab pages, which fails to handle this specific case correctly. 

1) We have included two almost identical extensions with this bug - the only difference being the presence or absence of a frameborder attribute. The one with the attribute has the rendering issue yet the one with out it renders correctly.
2) We tried to recreate this issue with static pages loaded without an extension but could not reproduce

Did this work before? Yes Versions prior to 59 works correctly

Does this work in other browsers? Yes

Chrome version: 59.0.3071.86  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

Tested this issue on on Mac-10.12.4, Windows-7,Windows-10 and Linux Ubuntu-14.04 using chrome latest stable #59.0.3071.104 & canary #61.0.3115.4  by following steps :

1.In chrome://extensions clicked on "Load unpacked extension..." contained within the folder named "newtab-with-frameborder-extension"
2.Opened up 6 to 8 new tab pages (using Ctrl+T )
3.Starting with the oldest cycled through the new tab pages
4.Did not Observe the new tab page as an empty white page.
