Steps to reproduce the problem:
Got to a site using flash when flash is out of date

What is the expected behavior?
The messsage is intelligible

What went wrong?
The message is not intelligible

Did this work before? N/A 

Chrome version: 59.0.3071.86  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 24.0 r0

charlyghislain@ Could you please provide the sample URL of the webpage to test this issue from Chrome-TE end? And please let us know on which flash version your chrome is running from chrome://components.
