black border around websites

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. click on website
2. open page
3. scroll and black borders appear

What is the expected behavior?

What went wrong?
when i scroll in a page a black border appears. it flicks in and out. I've tried resetting the browser, it did nothing. The browser is also reaaaaally slow

Did this work before? N/A

 moontapestry@ thank you for the bug report, If possible can you please provide the GPU details of the machine where the issue been observed. 

You can find the GPU details under "chrome://gpu" and please paste them here, This is similar to  issue#730126

The contents of about:gpu would be very helpful (save as webpage, complete)

This is the same issue we're tracking in  crbug.com/730126 . A workaround has landed and will be merged to M59 soon.

Contents of about:gpu would still be good, to make sure we haven't missed any configs for the workaround.
