Unable to reproduce the issue in MacBook Pro (Retina, 15-inch, Mid 2014), 10.12.5 using chrome reported version #60.0.3112.20 and latest canary #61.0.3125.0.

Following are the steps followed to reproduce the issue.

1. Navigated to crbug.com.
2. Tried to tick boxes.
3. Observed that check box was available for tick.

Reporter@ - Could you please check this issue on latest canary #61.0.3125.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

just tested on a clean chrome canary with no flags and with the same flags from my Dev and it doesnt happen in Canary.
i'll see if I can trace it to one of the flags in dev
