Regression: Default zoom bubble is seen behind added zoom extension on changing zoom levels |

Issue descriptionChrome Version: 60.0.3112.24 OS: Ubuntu 14.04,Windows Test URL: https://chrome.google.com/webstore/detail/zoom/lajondecmobodlejlcjllhojikagldgd?utm_source=chrome-ntp-icon What steps will reproduce the problem? (1)Launch chrome and add above extension >> Hit F1 [help] page and try changing zoom level using ctrl+ +/- and observe default zoom buuble for every change Expected: Defualt zoom level should be seen above added zoom bubble Actual: Instead it is seen behind it. This is a regression issue broken in M58. Good Build: 58.0.3004.0 dev Bad Build: 58.0.3006.0 dev
