Unnecessary focus stays on Apps button on reloading the page.

Issue description

Chrome Version: 60.0.3112.24 (Official Build) 16a564bd7c034b8f6e008d0887fc46c7aae48488-refs/branch-heads/3112@{#242} (32/64-bit) 
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome and press Alt+Shift+B (focus is on Apps button in bookmarks bar).
2) Click on 'Reload' button and observe the Apps button.

Unnecessary focus stays on Apps button even after reloading the page.

No focus should be seen on Apps button after reloading the page.

This is a Non-Regression issue seen from M-34 series (Chrome version: 34.0.1751.0)

Components: -Blink>Focus UI>Browser>Bookmarks
Removing Blink>Focus label as this is Chrome's UI issue and not
in web contents.

As the "Apps" button is there in bookmarks, let me tentatively set
to UI>Browser>Bookmarks.  Feel free to forward to more appropriate label.
