Add GetUserDisplayNameFromEmail() method to signin_ui_util that doesn't take in SigninManager and instead takes in email address |

Issue description- Rename signin_ui_util::GetAuthenticatedUsername() to GetUserDisplayName() - Refactor signin_ui_util::GetAuthenticatedUsername() to call GetUserDisplayNameFromEmail() - File bug and TODO to get rid of GetUserDisplayName() in favor of having all callers call GetUserDisplayNameFromEmail() This work will be necessary to port clients of this code from using SigninManager to using Identity Service (see bugs that this bug is blocking).
