Convert ArcAuthContext to perform merge session via Identity Service |

Issue descriptionArcAuthContext performs a merge session, using UbertokenFetcher and GaiaAuthFetcher directly. As described in crbug.com/729591 , this is a blocker to eliminating the dependence of the ARC auth implementation on ProfileOAuth2TokenService. This conversion should follow the model that we determine in crbug.com/729594.
