Pre-condition: Enable Material Design in the rest of the browser's native UI 

Steps:
1. Launch Chrome and click on 'Star' icon in omnibox
2. Click on Folder drop down and observe

Actual: Focus ring is seen on 'Name' field even after clicking on 'Folder drop down'

Expected: Focus ring is seen on 'Name' field after clicking on 'Folder drop down'

This is non-regression issue, seen from M52, since this flag was introduced in 52.0.2738.0

Note: This issue is not seen on Mac and Linux OS
