Identity Service: Move all code shared between Identity Service and customers to be part of Identity Service client library |

Issue description
As we're building out the Identity Service, there is code that we're using from {//components/signin, //google_apis/gaia} that will be shared between the Identity Service and its customers even in the long-term (see blocking bugs). This code should be moved to be part of the Identity Service client library.
