Should any part of the functionality of ArcRobotAuthCodeFetcher be supported/exposed by the Identity Service?

Issue description

This class is clearly necessary to support the use case of authentication for ARC, but it's not clear whether its functionality that we would want to take in to the Identity Service or not. Note that it does not use any of the key interfaces from //components/signin or //google_apis/gaia.
