[MD Settings] Unnecessary 'Content settings' page scrolled upwards

Issue description

Chrome Version: 60.0.3112.24 (Official Build) 16a564bd7c034b8f6e008d0887fc46c7aae48488-refs/branch-heads/3112@{#242} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/content page.
2. Scroll down the page and click on 'Protected Content' option to open Protected Content subpage.
3. Click on back arrow (beside Protected Contents header) and observe the vertical scroll bar.

Unnecessary 'Content settings' page scrolled upwards.
'Content settings' page should stay on same position.

This is a non regression issue, seen from M-53 series.
