Tabs shut during normal close / recovery are not added to tab close history

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Either kill a process, or shutdown with "open a blank page" settings
2. restart the browser
3. If "restore" is not selected, "ctrl-shift-t" opens tabs that were closed *outside* of the restore process. 
4. If "open new page" is selected, the tabs that were open when the window was closed are not part of the tab close history

What is the expected behavior?
ctrl-shift-t should open recently closed tabs, including those closed during browser shutdown / restore

What went wrong?
Lose tab history is bad mmmmkay

Tested on latest Chrome stable  #59.0.3071.115 on Ubuntu 14.04 and unable to reproduce the issue. Attached is the screencast for the reference.

Observations - If “Restore” is not selected and” Cntrl - Shift - t” is selected all the previously opened tabs are displayed along with the saved History.

@Reporter -- Could you please try by updating Chrome and by  removing the extensions and creating a new profile to verify if the issue still persists.

Closing the issue as did not hear back from user again. Please feel free to raise a new issue or reopen if the issue still persists or reappears.

Cross checked again on Ubuntu 14.04 using stable 61.0.3163.100 as per the steps provided and unable to reproduce it.
