Regression: Unwanted highlight on 'top' drop down is seen in 'Console section after switching tab .

Issue description

Chrome Version: 61.0.3124.0 Revision e88b4570354eca47bc65a98bbba6013f73c6c816-refs/heads/master@{#477839} 
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to 'Console' section.
(2) Click on 'top' drop down and then switch tab, come back to dev tools window.
(3) Observe highlight on 'top' drop down.

Actual: Unwanted highlight on 'top' drop down is seen after switching tab .

Expected: No such a highlight on 'top' drop down should seen after switching tab .

This is a regression issue, broken in 'M-61', will soon update the other info:

Good build:61.0.3123.0 (Revision:477506).
Bad build:61.0.3124.0 (Revision:477839).

You are probably looking for a change made after 477543 (known good), but no later than 477544 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3124.0

Issue is still reproducible on the latest canary(61.0.3148.0) of Windows-10. Looks like einbinder@ is out hence looping dgozman@ for help in finding an appropriate owner for this.


Still we are able to reproduce the issue on the latest canary(61.0.3153.0) of Windows 7. 

Einbinder/Dgozman@Could you please take a look as it is RBS issue.

A friendly reminder that M61 branch is coming soon on 07/20! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix ASAP to trunk. This way we branch M61 from a high quality trunk. Thank you.
Just to Update,
              Able to reproduce the Mac 10.12.5 with chrome dev #61.0.3153.4, Canary #61.0.3155.0.

Einbinder@ Could you please take a look at this issue as it is marked as RB-Stable.

This is working as intended.
