Regression: Cursor does not render proper to passphrase field after ‘Sign into chrome’

Issue description

Chrome Version:61.0.3124.0 Revision e88b4570354eca47bc65a98bbba6013f73c6c816-refs/heads/master@{#477839} 
OS: Windows(7,8,10),Mac(10.12.3,10.11.6),Linux

What steps will reproduce the problem?
1. Launch chrome and Sign into chrome with valid credential and which contain passphrase.
2. Click on ‘Manage Chrome Sync and personalisation in Settings’ checkbox on ‘You’re now signed in to chrome’ overlay and click on ‘OK Got it’ button.
3. Observe cursor after it redirect to chrome://settings/syncSetup

Actual:Cursor is seen on Search field instead of Passphrase field.
Expected:Cursor should be seen on Passphrase field.

This is regression issue, broken in ‘M 61’ and below is manual bisect:
Good build:61.0.3116.0(475722)
Bad build:61.0.3117.0(476123)

This looks similar to  Issue 730954 , hence merging into that. Feel free to un-merge if both are not same.
